The Electronic Communication Resource Commission is a regulatory body which monitors e-mail traffic and newsgroup postings worldwide. Its mandate is to assure equitable, responsible use of all electronic-communication resources. The ECRC is authorized to enforce corrective measures and post public notices listing individuals whose e-mail usage is deemed irresponsible or excessive.

The ECRC has determined that the above-named person, Lyndon Cerejo, has engaged in electronic-mail practices which have unnecessarily restricted access by the general public.

A random audit of e-mail and Internet newsgroup activity by Cerejo discovered the following misuses of public telephone resources:
1. Repeated mass forwarding of lengthy files containing material of questionable value, i.e., stale jokes, vacation anecdotes and unfounded gossip about co-workers.
2. Use of public infrastructure for the exchange of messages judged to be sexually suggestive in nature.
3. Frequent distribution of e-mail with attachments of excessively large and/or unreadable files.
4. Repeated posting of emotionally charged messages (also called "flame wars") to Internet newsgroups on topics of marginal benefit to society at large. Approximately 30 of the "flames" on file with the ECRC may be found to constitute harassment, in which case all e-mail privileges are subject to indefinite suspension.

Concerned citizens are encouraged to return unopened any correspondence sent by Cerejo from this e-mail account:

Interested parties may also wish to submit letters to the telephone company and all Internet providers serving Mumbai. Administrators at Jamnalal Bajaj  no doubt would appreciate being informed of this enforcement action.

The Commission believes that community censure and zero-tolerance policies will not only deter further e-mail abuse by Cerejo, but will also free up resources for use by the more responsible majority.
